El objetivo del artículo es analizar las formas de articulación entre el presupuesto participativo y las instituciones político-representativas locales (gobierno y partidos) en las experiencias de las ciudades de Córdoba, Gualeguaychú, Paysandú y Montevideo. En primera instancia, se presenta un modelo teórico de análisis con tipos ideales, que expresan formas posibles de relacionamiento. Seguidamente, utilizando el modelo planteado, se analizan los cuatro casos, en dos momentos diferentes, separados por una elección de gobierno local. Finalmente, se señala, en función de los (...) casos estudiados, cómo en escenarios de participación plural y alcance restringido la mayor institucionalización generaría un estímulo para ir paulatinamente ampliando el alcance.The aim of the article is to analyze the forms of articulation between the participatory budget and the local political-representative institutions (government and parties) in the experiences of the cities of Córdoba, Gualeguaychú, Paysandú and Montevideo. A theoretical analysis model with ideal types expressing possible forms of articulation is presented in the first instance. Then, using the model presented, the four cases are analyzed in two moments of time separated by a local government election. The progress of Mathematics during the nineteenth century was characterised both by an enormous acquisition of new knowledge and by the attempts to introduce rigour in reasoning patterns and mathematical writing. Cauchy’s presentation of Mathematical Analysis was not immediately accepted, and many writers, though aware of that new style, did not use it in their own mathematical production. This paper is devoted to an episode of this sort that took place in Spain during the first half of the century: It (...) deals with the presentation of a method for numerically solving algebraic equations by José Mariano Vallejo, a late Spanish follower of the Enlightenment ideas, politician, writer, and mathematician who published it in the fourth (1840) edition of his book Compendio de Matemáticas Puras y Mistas, claiming to have discovered it on his own. Vallejo’s main achievement was to write down the whole procedure in a very careful way taking into account the different types of roots, although he paid little attention to questions such as convergence checks and the fulfilment of the hypotheses of Rolle’s Theorem. For sure this lack of mathematical care prevented Vallejo to occupy a place among the forerunners of Computational Algebra. (shrink)

En el presente artículo, se describen y analizan las características de la metáfora como herramienta retórica y epistemológica desde la perspectiva de Mariano Iberico (1892-1974) en su _Estudio sobre la metáfora_ (1965). Para el filósofo peruano, la metáfora es una instancia mediadora entre lo que sucede fuera del hombre y lo que sucede dentro de él. Es este rasgo mediador el que se revela como posibilidad epistemológica con consecuencias éticas, ya que el conocimiento metafórico se produce a través de (...) mediaciones y aproximaciones que “postulan la existencia de una comunidad espiritual y anímica” entre las diversas esferas de la realidad. Para el análisis, serán útiles la noción de Paul Ricoeur del ser humano como ente mediador y las propuestas sobre la imaginación poética de Gastón Bachelard. (shrink)

El estado de crisis en que se encuentra la ciencia jurídica es descrito como un efecto estructural más de la crisis de la sociedad capitalista. La necesidad de legitimación y reproducción del sistema capitalista exige un modelo de ciencia neutral y descriptiva, pese al descrédito del cientificismo y de las metodologías positivistas. En el caso de la ciencia jurídica, la ciencia del derecho sigue anclada en un paradigma formalista que aboga por una descripción simple del contenido de las normas y (...) que, sin embargo, es una forma de hacer política, pues contribuye a legitimar y no desvelar las dimensiones políticas del tráfico y las relaciones jurídicas. Las conclusiones de la filosofía de la ciencia general y los cambios que el Estado social ha supuesto para el derecho obligan a tomar en serio que el derecho es un fenómeno social y un producto histórico que tiene una razón de ser que excede del mero dato de su existencia impuesta por la fuerza del Estado. Abogan también por revisar la separación entre filosofía del derecho y ciencia del derecho y por un modelo de ciencia explicativa y crítica del derecho, que dé cuenta de su sentido y sus transformaciones y asuma una función crítica inmanente al derecho, objetiva, dialéctica —porque recurre a la totalidad social como elemento mediador de los análisis científico-jurídicos—, jurídica —porque tiene por objeto normas—, política —porque afecta a las relaciones de poder. I argue against an account of scientific representation suggested by the semantic, or structuralist, conception of scientific theories. Proponents of this conception often employ the term “model” to refer to bare “structures”, which naturally leads them to attempt to characterize the relation between models and reality as a purely structural one. I argue instead that scientific models are typically “representations”, in the pragmatist sense of the term: they are inherently intended for specific phenomena. Therefore in general scientific models are not (...) (merely) structures. I then explore some consequences of this pragmatist account of representation, and argue that it sheds light upon the distinction between theories and models. I finish by briefly addressing some critical comments due to Bas Van Fraassen. (shrink)

COVID-19 has substantially affected our lives during 2020. Since its beginning, several epidemiological models have been developed to investigate the specific dynamics of the disease. Early COVID-19 epidemiological models were purely statistical, based on a curve-fitting approach, and did not include causal knowledge about the disease. Yet, these models had predictive capacity; thus they were used to ground important political decisions, in virtue of the understanding of the dynamics of the pandemic that they offered. This raises a philosophical question about (...) how purely statistical models can yield understanding, and if so, what the relationship between prediction and understanding in these models is. Drawing on the model that was developed by the Institute of Health Metrics and Evaluation, we argue that early epidemiological models yielded a modality of understanding that we call descriptive understanding, which contrasts with the so-called explanatory understanding which is assumed to be the main form of scientific understanding. We spell out the exact details of how descriptive understanding works, and efficiently yields understanding of the phenomena. Finally, we vindicate the necessity of studying other modalities of understanding that go beyond the conventionally assumed explanatory understanding. (shrink)

Recent research in philosophy of science has shown that scientists rely on a plurality of strategies to develop successful explanations of different types of phenomena. In the case of biology, most of these strategies go far beyond the traditional and reductionistic models of scientific explanation that have proven so successful in the fundamental sciences. Concretely, in the last two decades, philosophers of science have discovered the existence of at least two different types of scientific explanation at work in the biological (...) sciences, namely: mechanistic and structural explanations. Despite the growing evidence about the radically different nature of these two types of explanation, no inquiry has been conducted to date to determine the ontological reasons that might underlie these differences, nor the way in which these types of explanations can be systematically related with each other. Here, we aim to cover this gap by connecting this plurality of research strategies with the existence of emergent levels of reality. We argue that the existence of these different—and apparently incompatible—explanatory strategies to account for biological phenomena derives from the existence of “ontological jumps” in nature, which generate different regimes of causation that in turn demand the development of different explanatory frameworks. We identify two of these strategies—mechanistic modelling and network modelling—and connect them to the existence of two ontological regimes of causation. Finally, we relate them with each other in a systematic way. In this vein, our paper provides an ontological justification for the plurality of explanatory strategies that we see in the life sciences. (shrink)

This article provides a state-of-the-art review of the philosophical literature on scientific representation. It first argues that the topic emerges historically mainly out of what may be called the modelling tradition. It then introduces a number of helpful analytical distinctions and goes on to divide contemporary approaches to scientific representation into two distinct kinds, substantive and deflationary. Analogies with related discussions of artistic representation in aesthetics and the nature of truth in metaphysics are pursued. It is finally urged that the (...) most promising approaches—and the ones most likely to feature prominently in future developments—are deflationary. Access to other minds once presupposed other individuals’ expressions and narrations. Today, several methods have been developed which can measure brain states relevant for assessments of mental states without 1st person overt external behavior or speech. Functional magnetic resonance imaging and trace conditioning are used clinically to identify patterns of activity in the brain that suggest the presence of consciousness in people suffering from severe consciousness disorders and methods to communicate cerebrally with patients who are motorically unable to communicate. The (...) techniques are also used non-clinically to access subjective awareness in adults and infants. In this article we inspect technical and theoretical limits on brain–machine interface access to other minds. We argue that these techniques hold promises of important medical breakthroughs, open up new vistas of communication, and of understanding the infant mind. Yet they also give rise to ethical concerns, notably misuse as a consequence of hypes and misinterpretations. (shrink)

El artículo explora el modo en que las ideas políticas de Aristóteles fueron interpretadas por pensadores medievales como Tomás de Aquino, Jacobo de Viterbo, Juan Quidort de París y Dante Alighieri. La tesis central es que esos pensadores han tendido a establecer una profunda continuidad entre el orden económico y el orden político, y han dado pasos decisivos para comprender al ser humano no tanto como un animal político, sino como un animal doméstico, es decir, como un ser fundamentalmente económico.

Resumo: Este artigo se propõe a refletir sobre a possibilidade de a biotecnologia promover uma nova forma de criação do humano e sobre como isso pode alterar a compreensão ética do que significa ser humano. Tendo como pano de fundo a contraposição entre duas idéias de humano – como sujeito ativo da seleção e como sujeito moral dotado de autonomia, autenticidade e autocompreensão ética da espécie –, o objetivo é analisar os argumentos apresentados por dois importantes filósofos contemporâneos acerca da (...) biotecnologia. Purpose: This systematic review aimed to analyze the impact that the COVID-19 lockdown had on the amount of physical activity performed by university students.Materials and Methods: A systematic electronic search for studies providing information regarding physical activity levels pre and during COVID-19 pandemic in university students was performed up to 20th October 2020 in the databases Cochrane Library, PubMed, SPORTDiscus, and Web of Science. The risk of bias of external validity quality of included studies was assessed by means of those (...) the Newcastle-Ottawa Scale. The quality of the evidence for main outcomes was graded using the Grading of Recommendations Assessment, Development and Evaluation approach.Results and Conclusions: A total of 10 studies were selected. Physical activity levels were assessed by means of questionnaires and accelerometer. Risk of bias was regarded as low and high in six and four investigations, respectively. The quality of evidence was downgraded to low. A significant reduction of physical activity levels were observed in 9 studies. Compared to pre-lockdown values, five studies showed a reduction of light/mild physical activity between 32.5 and 365.5%, while seven studies revealed a reduction of high/vigorous physical activity between 2.9 and 52.8%. Walking, moderate, vigorous, and total physical activity levels have been reduced during the COVID-19 pandemic confinements in university students of different countries. Despite of the reductions, those who met the current minimum PA recommendations before the lockdown generally met the recommendations also during the confinements. (shrink)

The debate over the political power of business has witnessed a revival after the global financial crisis of 2007—2009. We begin by arguing that business political fragmentation or unity has important consequences for policy outcomes. The structure of the U.S. government is conducive to incremental policy changes, often in response to business pressures. In turn, these changes shape the political interests and alliances of business. We illustrate this dynamic through an analysis of the political processes leading to the enactment of (...) the Financial Modernization Act of 1999, which repealed Depression-era regulations and allowed commercial banks to enter the securities and insurance business and vice versa. The FMA condoned the emergence of largely unregulated diversified financial institutions, which proved “too big to fail” during the crisis. Several factors contributed to the FMA: political institutions, international competition, the ideological convergence of the Republican and Democratic parties, and the political interests of financial industry actors. Este artículo se construye en el marco del proyecto de investigación Democracia, igualdad y desacuerdo: conceptos teóricos-metodológicos de Jacques Rancière para pensar la educación en el mundo contemporáneo. El objetivo del proyecto fue la exploración de conceptos como democracia, igualdad y desacuerdo para pensar los sujetos y las realidades educativas desde las lógicas políticas contemporáneas. Como desdoblamiento de la investigación, este artículo explora algunas premisas de Jacques Rancière que permiten pensar las potencialidades políticas de la infancia a partir del reconocimiento (...) de la palabra y del tiempo infantil como formas de experiencia comunitaria. La perspectiva metodológica asume una escritura que elimina las distancias entre los discursos de los filósofos y las voces de las niñas y los niños para afirmar la potencia que tienen sus palabras al momento de pensar un problema filosófico. En este ejercicio de escritura y lectura no jerárquicas se puede apreciar que las palabras de la infancia no son el reflejo, la expresión ni el símbolo de una realidad teórica más elevada, sino que funcionan como condición de posibilidad para que el pensamiento no se detenga. Precisamente, no se busca escribir sobre la infancia, sino con la infancia. No se intenta hallar la verdad de la infancia, sino aprovechar la potencia de sus voces para acorralar al sentido común. De tal forma, se establece la relación entre conflicto político, estatuto de la palabra, infancia e igualdad, lo cual indica la capacidad de la infancia para renovar el sentido de los conceptos sobre los que se fundamenta la sociedad. Por último, se expone que la infancia es una forma de subjetividad que experimenta la temporalidad a partir de la afirmación de intensidades signadas por la curiosidad y la creatividad. Por esto, se constituye como una forma de experiencia política que es capaz de inventar temporalidades múltiples que subvierten el orden de la dominación. (shrink)

Gianni Vattimo es sin duda uno de los mayores filósofos vivos que se ha embarcado en una difícil empresa de renovación del pensamiento critico de izquierda en una era posmetafísica, mediante una propuesta de pensamiento débil que reformula las posibilidades de emancipación humana en términos de una progresiva reducción de la violencia y el dogmatismo. En este trabajo se reconstruyen las tesis fundamentales de la hermenéutica debolista y se intenta responder a la pregunta de por qué el compromiso con la (...) emancipación es importante para la filosofía de Vattimo cuando ya no es más posible seguir invocando a la noción de verdad por correspondencia para legitimar el discurso. Caracterización de un grupo de comités de ética en investigación en Colombia Caracterização de um grupo de comitês de ética em pesquisa na Colômbia In the last decades, controlled clinical trials sponsored by the pharmaceutical industry have increased considerably. This has led to the need for greater control and assistance by regulators and ethics committees to ensure appropriate compliance with established ethical standards and good clinical practices in general. In Colombia, the National Food and Drug Surveillance Institute, the regulator in (...) the country, controls and monitors the operation of clinical research with drugs. In 2008, this entity issued Resolution 2378, which provides and regulates research actors in Colombia, including ethics committees. After being in force for several years, it is necessary to know whether research ethics committees in Colombia operate in accordance with this regulation and to determine the status of implementation of the requirements therein. For this purpose, a survey was designed to be voluntarily answered and a response was obtained from 25 of the 69 certified committees in Colombia. Twenty-two of them could be analyzed because their information was complete. Compared with previous studies, favorable changes in development and organization were observed in accordance with the current proposed regulation. Algorithmic decision-making systems have the potential to amplify existing discriminatory patterns and negatively affect perceptions of justice in society. There is a need for a revision of mechanisms to address discrimination in light of the unique challenges presented by these systems, which are not easily auditable or explainable. Research efforts to bring fairness to ADM solutions should be viewed as a matter of justice and trust among actors should be ensured through technology design. Ideas that move us to explore the (...) notions of justice within the field of political thinking, aiming to identify the elements that frame the social context of the discriminatory decisions produced by algorithmic decision-making solutions. Our explorations suggest that the efforts to bring fairness to ADMs should be seen as a matter of justice and that trust in these systems can be ensured through careful technology design. (shrink)
